6:00pm, Intermodal Container Transfer Facility (ICTF)
Joint Powers Authority (JPA)
Board Meeting & Community Outreach.
Scheduled board meeting will include discussion and public comment on
ICTF modernization project. Held at the Silverado Park Social Hall,
1545 W. 31st Street in Long Beach. The agenda will include a
presentation from Union Pacific Railroad on their proposed ICTF
modernization project. The meeting is open to the public and attendees
are welcome to address the Board during the comment period. Prior to the
Board meeting, from 4:30 p.m. to 5:30 p.m., representatives from Union
Pacific will be onsite to discuss the proposed modernization project and
answer the public’s questions. The JPA has accepted the project
application and deemed it complete but has not directed staff to proceed
with preparation of a project EIR. While a decision to proceed with an
EIR for the proposed project is not on the April 22 JPA Board agenda,
the UP presentation and public input will provide the Board with
valuable information on whether and how to proceed.
Union Pacific submitted to the JPA an Application for Development (ADP)
to modernize the ICTF. The proposed modernization will include the
construction of additional working rail tracks, the construction of a
new gate facility, the improvement of existing gate facilities, and
additional parking. The proposed modernization project would more than
double the throughput capacity of the ICTF from 725,000 to 1.5 million
containers per year. The proposed project would incorporate a number of
environmental improvements including the use of electric overhead
cranes, cleaner hostling tractors, and ultra low emissions locomotives.
The ADP was reviewed by the JPA and staff from the Ports of Los Angeles
and Long Beach and determined to be complete. This determination was
presented to the JPA Governing Board at the Board’s February 15, 2008
meeting.
The ICTF JPA is a public entity created in 1983 to oversee the
development and operation of the ICTF. This entity is administered by a
governing board and is separate and apart from the Cities of Long Beach
and Los Angeles. The ICTF serves to enhance the efficient flow of
intermodal (truck and rail) cargo through the Port of Los Angeles (POLA)
and the Port Long Beach (POLB). The Facility is located approximately 5
miles from POLA and POLB, at the northern terminus of State Highway 103.
The ICTF consists of approximately 148 acres of POLA owned property and
is operated by Union Pacific via a sublease from the JPA. Approximately
90 additional acres are owned by, or leased to, Union Pacific within the
City of Carson adjacent to the main ICTF facility.
For more information, please visit the JPA’s website at: www.ICTF-JPA.org or contact Mr. Edward Rogan at 562-740-1067.
